
It All Begins in April of 1985
It has been only by God, Because of God, and For God
In April 1985, God spoke to Pastors Mark and Jordana Filkey, calling them to establish a place where people could worship, grow, and serve together. Embracing the motto “A family church with a world vision,” they gathered their young family—son Jake and newborn twin boys Jordan and Joel—and launched Faith Center in the humble confines of the Native Sons Hall on Hunter Street in Stockton’s beautiful Delta city.

Seasons of Trial & Triump
From a Great Earth Quake to a Mighty Tent Revival
Shortly thereafter, Faith Center moved into the sanctuary of the Seventh-Day Adventist Church on Mt. Diablo Street, where they graciously hosted our late-afternoon services each Sunday. That season of stability ended with the 1989 Loma Prieta earthquake, which struck on October 17, 1989, causing significant damage to buildings throughout the Bay Area—including here in Stockton. The quake, which measured 6.9 on the Richter scale, displaced our congregation and sent us back on the road—trusting God’s provision from venue to venue.

Tent Revivals & Divine Provision
“Worry about nothing and pray about everything.”
With no permanent facility, we set up revival tents off East Hammer Lane. One day, a woman from Oakland, CA, delivered a divine message: “Worry about nothing and pray about everything.” This moment solidified our faith, and we continued pressing forward. In 1990, during this tent-meeting season, the Filkeys' joyfully welcomed their fourth son, Steven. From 1985 to 1993, our annual summer conferences grew to fill the entire Colusa County Fairgrounds, where thousands gathered to witness the miraculous power of God.
It was under that tent on East Hammer Lane that God spoke afresh to Bishop Filkey—to take the Gospel to television. Responding in faith, the church invested in one used camera and basic broadcast equipment, and soon we aired our first live service on Channel 42 in Concord—launching a media outreach that changed our trajectory forever.

Restoring & Redeeming (1992–1995)
“Not a Joyful Noise”
By 1992 our revival gatherings had become so large—even spawning the local headline “Not a Joyful Noise”—that we secured a shuttered storefront off Lower Sacramento Road and Hammer Lane. The building had been condemned: we cleaned years of neglect, repaired walls, and cleared debris—only to discover that 50% of the roof had collapsed. Yet as we worshiped in the remaining space, the Presence of God grew, so did the congregation, and so did our vision.

A New Name and Home (1995–2005)
“A Family Church with a World Vision”
With momentum on our side, Faith Center was renamed WestCoast World Outreach Church, honoring both our Delta roots and global calling. In 1994 we relocated to a spacious 22,000 sq ft building (formerly Special Skate, where Bishop Mark skated in his youth). A lease-option secured in 2003 led to full ownership in 2005.

Streaming Network (2018–Present)

In 2018, we introduced our streaming network and The WestCoast Church Super App, integrating on-demand sermons, event registration, giving, and more into one seamless platform. With that rollout, we also streamlined our name to WestCoast Church, reflecting our digital footprint and world-vision heartbeat.

Faith in the Pandemic
(December 2019–April 2022)
“The Heavens Are Open & The Devourer is Rebuked”
When COVID-19 swept the globe in December of 2019, and San Joaquin County clothes all indoor worship services in March of 2020, WestCoast Church shifted to a minimal on-site staff, maintaining safety by holding all services, small groups, and prayer gatherings online. Rather than slow down, we expanded our Media Ministry—adding weekly live-Q&A segments, daily television programing, podcasts, and special online events. On Easter Sunday, April 17, 2022, we joyfully reopened our doors for in-person worship—following local health guidelines—while continuing to livestream every service.

Today, WestCoast Church stands over forty years strong as a Spirit-filled, multicultural, interdenominational community serving the San Joaquin Valley and beyond. Pastors Mark and Jordana remain at the helm—preaching the Word, equipping believers, and expecting miracles as the legacy of pioneers like A.A. Allen, Kathryn Kuhlman, Jack Coe, and Oral Roberts lives on in our midst.
